PUBLIC HEARING COMMENTS

A Public Hearing for FPID #406094-1 was held Sept. 23, 2003, at the Holiday Inn Plantation Sawgrass, 1711 N. University Drive, Plantation, FL.  The public was invited to submit comments/questions. Due to the large volume submitted it took FDOT over 7 months to reply.  On April 10, 2004, the FDOT Turnpike Enterprise mailed out copies of their responses.

Following are the most common Resident's Comments and  FDOT's Responses:

Resident's Comment: Opposed to size of project (14 lanes - see map).
Turnpike Response: Due to the large volume of traffic projected to use Florida's Turnpike by the 2030 design year, the proposed improvements are needed in order to reduce congestion and to enhance the emergency evacuation potential of the corridor.

Resident's Comment: Height of proposed sound barrier not tall enough.
Turnpike Response: A noise analysis has been conducted to the proposed project. The placement of noise barriers along the right-of-way line was evaluated and determined not to be cost reasonable or effective. Noise barriers long the shoulder were then evaluated. The shoulder barriers were evaluated at a height of eight feet, which is the FDOT's maximum height for traffic railing barrier/sound walls.

Resident's Comment: What about air pollution?
Turnpike Response: An air quality study was conducted to assess the potential effect on air quality for the proposed project. The proposed project passed the FDOT's Air Quality Screening Test, and therefore will not cause or contribute to an exceedance of the allowable levels of carbon monoxide.

Resident's Comment: Are there educational impact studies of the effect of highway noise and pollution when schools are located near highways?
Turnpike Response: The Department does not track population statistics, therefore this information is not available.

Resident's Comment: Are there any health studies of the effects of children of noise pollution and highway air pollution?
Turnpike Response: The Department does not track health statistics, therefore this information is not available.

Florida's Turnpike Enterprises was kind enough to comply with StopTurnpikeNoise.org's request to provide all public comments electronically. Due to the large volume of public responses and the manner in which prepared, we are unable to provide them on this site since the file size is too large to be downloaded via standard dial-up modem. A complete set of comments and replies are available in Acrobat PDF file format on a CD for $10. Please write CD@stopturnpikenoise.org for details.
